Therefore, we should emphasize the expansion and improvement of services: for example, service audits could consider not only the primarily quantitative, monetary aspects of services. They could also consider their qualitative dimensions, the extent to which they account for and meet the diversity of public needs: democratic administration also contends that we need to transform the structures of government.
