Neoliberalism pushes for the elimination of single payer system ( like we have) - decrease spending and increase payer spending. Provincial jurisdiction sec 92. 7 constitution act 1867 ( not relative to modern society) created when hospital were not a large concern hospitals were private or charitable ; i. e. cheap on top of that. 1957- feds offered 50/50 cost sharing for hospitalization insurance.
