Main goal of parties win elections. During 1860s and 70s no extensive party system. Very much an internal/elite level process once elected. Caucus (people who are elected to office) Still largely decided upon by executives, pollsters, consultants, and staff (coordinated at elite level) Member input is not as important once party is in power. Elects convention delegates who participate at conventions. Nominates candidates to represent the riding in elections. Party leader ultimately has oversight (can override that election and dismiss them) During elections party is the leader. Until 1919 party supporters did not have a say. Originally delegates tended to be old, male and rich. Meant leader needed more resources to mobilize support limited choice of leader. But less people have resources to become leader. Reform and block first to use one member one vote system. Doing away with delegates" hold on system.
