Charlottetown accord, 1992: proposal to recognize inherent right to self-government. For the first time in our history government official proposed that aboriginals should govern themselves. Self-government would constitute a 3rd order of government (federal, provincial and aboriginal order of governments) Women were concerned that governments would be dominated by males. Self-government would be subject to charter of rights and freedoms and don"t want to be part of it because they regard canada as a foreign state. Recognizes the idea that there are many different types and forms of self government that could be implemented. Since 1995 22 forms of self government have been concluded. Still many indigenous groups are still under the indian act. Representatives of aboriginals who could strike down legislation. 1998: chretien government apology for residential schools; million healing fund. First time to apologize for funding these residential schools. Fund to help survivors to deal with the problems these schools caused.
