Privy council office (pco: policy advice and admin support to pm and cabinets and cabinet committees, coordinating polices between departments, clerk of the pc. Head of the public service: staffed by career servant. Department of finance: dual role, horizontal role and a central agency, advises cabinet, canadian trade policy, levels of taxation, advisory and crafting function, responsible for borrowing money, most powerful actor in the federal government.
