She argues that bw has to be reframed so they the ss can implicate the acts. Ri is that places have multiple possible meanings. It is different in every context. (sharing political goals, relationship with the landscape) which version of that place, is often happening because of political reasons, its not inevitable. Ri can be mobilized in ways to satisfy political ends.
