Moved his capitol to akkad: possibly new foundation by sargon. Harrison/ane topic 4 - 2: site of akkad has never been found thought to be under modern baghdad. Entire focus of his reign was military. Claim made that he dined nightly with 5400 men = was always with army. Broke down power of city-states in their regions to make them helpless. Rulers in city-states remained in power as puppets. Ensi orig = ruler" > governor" subservient to sargon: numerous rebellions coalesced around governors who still commanded loyalty and prestige. Was not redistributed but stayed in akkad.
