What happens following 600 bce is that the school system becomes a truly public system, the first and only one of it"s kind in the greek world. The system was open to all citizen males aged 7 - 29 with the exemption of the royal heirs. They can also be foreign children such as those of xenophon that are allowed to go through the public school system, the agoge. They may also be the helots because we know that spartan boys would also take a helot with them. The system is unique because it is expensed through the state including food and lodging, this likely only happened after the messenian war. Ancient greek states did not tax their population and so since the agoge is publically funded we know that there is a lot of riches coming in to fund these endeavours.
