The computer doesn"t need to understand concepts to compute them: fodor is imagining that this is what is happening in our heads. The system that we have is a formal system that has definite rules and they correspond to physical states. When we apply a formal rule, we also apply a physical rule. Syntactic processing is taking place at the physical state, but also at the processing level.
