Disasters are social phenomenons that results when a hazard intersects with a vulnerable community in a way that overwhelms its ability to cope. Often associated with: sudden onset, and fixed duration. Serious harm to safety, health, welfare, environment, etc Usually, we focus on managing emergencies and later decide if it was a disaster or not. Emergencies are current or imminent events that require prompt coordinated actions to reduce losses. Increases efficiency by recognized and integrating common emergency management elements across hazard types. Doesn"t necessary mean preparing for all types of hazards possible. Instead, emphasizes on leveraging of common capabilities across the entire emergency management system. Improves the ability of emergency management activities to address unknown hazards or risks. 83% of capabilities are generalizable across all-hazards (including natural disasters, terrorism, and human health). Disaster costs are tripling every decade with no decline. It"s the 15th most economically exposed country.
