Mill"s basic idea: there is only one valid reason for the state to regulate the activities of individuals: if those activities cause harm or damage to other individuals, otherwise, people should have as much freedom as possible. Globalization (cont. : third stream: flows of information and communication. In terms of human rights, flow of info is important for non-government organizations (ngos) The effectiveness of global civil society and ngos relies on the modern communication and information technologies that come as part of globalization. Info can be distributed more widely and effectively. Ngos have to appeal to people in order to be effective: some states regulate the flow of info in and out of the country. Afraid that people will use it to revolt against the state. Ex: china google searches were heavily filtered: advances in technology increase privacy issues; people have a right to privacy. People"s internet searches are tracked, violations of privacy are a concern.
