Robert dahl asks if we really need a guide for democracy. The answer is yes because the many years that we"ve used it and studied it, yet it has not produced an agreement on some of the most fundamental questions about democracy. Robert dahl: search up his idea on polyarchy. A set of rules and principles to ensure all members are politically equal. But there"s still room for confusion, despite having these criteria. Democracy is both an idea" and an actuality". Aggregative and deliberative approaches agree the general will" reflects the common good". But these approaches disagree on how to arrive at an understanding of the general will". Shapiro argues democracy is better thought of as a means for managing power relations to minimize domination . Defines domination as the illegitimate exercise of power . Democracy is a back and forth process with ups and downs. Not all democracy can trace its way back to ancient greece.
