Prisons: we know from research that convictions of adults leads to an increase in offending, sending youth to adult prisons increases their chances of re-offending, the justice system is nothing more than conducting vengeance. Juveniles transferred to adult courts are more likely to reoffend than if they were sent to youth prisons: reoffend at higher rates, and commit more serious offences than before they were committed. If you want to introduce something new, make sure it is evaluated to make sure that it is working. Involved addressing the chronic offenders and reaching out to them saying that their violence would no longer be tolerated. The visits were all legal: was relatively easy to pull leavers because these people were vulnerable, an evaluation of the strategy showed that it was effective.
