Rule creators and rule enforcers depends on who the rule creator is and what the rule is. A lot of rule creators are people wanting to make business. Rule enforcers e. g. police officers, condo superintendents: **crime always involves the violation of a formal norm/law deviance does not. Most deviant acts are not crimes just depart from social norms: **deviance is more a violation of an informal norm, **number & variety of deviant behaviors is infinitely greater than there are crimes (deviance > crime) If it"s not in the criminal code, it"s not a crime: **not all deviances are crimes, but all crimes are deviance. Structural-functional perspective/anomie strain theory looks at how social structures exert pressure/strain on people; focuses on culture in which we live which is motivated by material gain. Emile durkheim normal vs pathological crimes; crime is normal: no society has ever existed that does not have crime, coined anomie normlessness, alienation; disjunction between institutional means and cultural goals.
