Police as a closed institution hard to get in and out: police wanted to ask the questions first in every interview. Data analysis = initial data review (remove outlier data) initial coding develop themes validate themes thematic coding (phase 1) inter-coder reliability validation thematic coding (phase 2) Coded based on 9 themes : training resources, alterations in how offices conduct traffic stops, race perceived/not perceived at time of traffic stop attitude dictates disposition , trust in use of data collected, awareness of racial dynamics in policing.
