Econ 318: canadian economic policy & institutions 2015-2016. The cht is intended for use in the area of health and incorporates the former canada assistance. Plan (cap) and the established program financing (epf), which were essentially merged and changed in the 1995 budget. The cst is directed to third level education and social welfare. Until 2004, these programs were under the same umbrella called canada health and social. The cht & cst are distributed on an equal per capita basis: the equalization and tff programs are unconditional transfers to the provinces and territories. Equalization enables less prosperous provincial governments to provide their residents with public services that are reasonably comparable to those in other provinces, at reasonably comparable levels of taxation. Tff provides territorial governments with funding to support public services, in recognition of the higher cost of providing programs and services in the north.
