There are four main transfer programs: the canada health transfer (cht, the canada social transfer (cst, equalization, and, territorial formula financing (tff) The cht and cst are federal transfers which support specific policy areas. The cht is intended for use in the area of health and incorporates the former canada assistance. Plan (cap) and the established program financing (epf), which were essentially merged and changed in the 1995 budget. The cst is directed to third level education and social welfare. Until 2004, these programs were under the same umbrella called canada health and social. The cht & cst are distributed on an equal per capita basis. The equalization and tff programs are unconditional transfers to the provinces and territories.
