To regulate air toxics, if an industry produces more than 10 tons/year then your industry is bad . But the problem with that is that it will produce 6 tons of one toxic substance and 6 of another, so its over 10 tons. In 2000, they changed it to if you have multiple toxins, then the sum of their amounts must be less than 25 tons/year. Sometimes we"re not sure if chemicals are actually bad. So all the chemicals that we are not sure are actually toxic are put in this list. In 30 years, we have gotten about 650 on this list.
