Need to: reform police, civil society = key to raising awareness, talking to communities (especially those at risk) Kinds of laws: criminalize transmission, criminalize non-disclosure, limit travel, mobility + freedom. Laws limiting the freedoms of people who may be vulnerable: automatic testing on pregnant women, sterilization of women with hiv/aids. Targets of these laws: sex workers, homosexual men, drug users. Places limits on travel, access to health services, employment and decision making: people are not always free to make the decisions they want to make concerning their health, status disclosure can lose, relationships, employment, property. Laws or policies that place conditions on funding, care and service delivery.
