How a problem is defined determines what we think about it. 4 phases of the response to hiv: comes from how people felt (i. e. fear) Individual behaviors fit into practices, policies and frameworks within the context that they function. Ways in which risk behavior is shaped by the context within which they function. Structural factors: the components other than individual knowledge or awareness which influences individual and/or group risk vulnerability. Structural risk drivers: a population specific subset of structural factors empirically identified to influence individual and/or group risk practices.
