Congress representative sit on committees and become policy specialists. Congress is more vulnerable to public interest. Agents of local interests with specific agendas. Senator organize on basis of new ideas or work to bring together different interests. E. g coal industry backed up by congress. Re-apportionment population change every ten years. Redrawing electoral districts, sometimes explicitly to favour a party. Speaker and rule committee elected by majority in congress. Pressure from the far right not to compromise with democrats. Unwilling to discipline members of his own party. Members of congress + white house + federal agencies drafting legislation. Bill submitted to the house or senate review by committee which votes. (95% of bills don"t make it past this point) Bill sent to other chamber pass house and senate.
