At the beginning we would talk about suborn identities, there was nothing else then the state (individual islands but they did not have any relations with one another) How this progressive evolution created a set of rules and ways of interacting with one another. It is having people representing your state abroad. Practises such as peace treaties, international negotiations etc: international law: follow a certain number of rules that are recognized by different states, formalization of these practises. Idea that over time those rules were built progressively over practises (slow, over time/history) Sovereignty: absolute and perpetual power of the state. Jean bodin: it means that the state has an absolute reign within its own borders and other states will recognize that you have power within those borders. Sovereignty: it is crucial for international relations.
