A government"s first duty is to protect the lives and property of its citizens. Terrorists want to change the behavior of the societies they attack: scare targets into giving up basic values: civil liberties and human rights, bin laden succeeded (patriot act, government overreaction. Must strive for balance between security a respecting civil liberties: effective anti- and counterterrorism vs. Counterterrorism: offensive in nature and designed to respond. Heightening and tightening security around potential targets. Enhancing air travel: once security measures were adopted by airports and commercial air carriers skyjackings reduced by 65% Inclusion of fingerprints on passports: pilots with guns (us law passed in 2003) These options are expensive, time-consuming, inconvenient, and may infringe on individual rights in a free and open society: research is also expensive.
