Section 56 of the act allows the fed. min. of health to allow exemptions for prosecution under the. 1990s vancouver community involved a sig. increase of heroin overdoses and unprecedented rates of. Insite was a form of policy experimentation to address the health epidemic dtes community. Police were spending a lot of time with overdoses. During 2002 municipal election mayor campaigned on a platform to establish vancouver"s experimental safe drug facility. But power lies with fed. min. of health. At this time the prov. min. of health requests a temporary exemption of s. 56 to allow a public policy experiment, request made to liberal gov"t of jean chretien end of 2002. Insite became the first legal safe-injection facility 2003 in north america.
