Made to manage the relationships between the government and the people. Private the tribunal is created by an act (constitutive act) and nobody else can make a decision in the tribunal ( to take a decision) To know if someone is ultra vires (act outside of its power) & beyond the powers it is the term used if one of the 2 orders of the government go further the legislation sphere.
