Solves issues that arise from people living in groups with shared values. Need to bridge the gap/solve fights between groups. Diplomatic practices are linked to domestic political practises, and culture. One set of rules for us; other rules or no rules for them Rules regarding how we recognizing states, approve of rules. Do they still choose to follow the rules if they do not feel included. Diplomatic practices today, are very similar to european rules from the early 18th centaury centaury. Countries that were in power are still in power, because the system benefits them. New institutions are more about policing, information sharing. Down the list there is an increase in number of states involved, and increased involvement in more than just diplomacy.
