Political Legitimacy o Spoken of a lot so far – mostly taken for granted in Western Democracies o Required for decision making (especially in Canadian context) o People need to see government decision and action as being legitimate – especially if you disagree with it o Referred to in literature as “consent of the loser”  Do they see the winner having the right to make decisions?  Not how the winner behaves, how the loser behaves o Success of modern state requires both active and passive participation  The state requires participation – we need to do things to make the system work o Illegitimate state  Legitimacy and Participation o Legitimate + Active: Military service, jury duty, voting, party participation o Legitimate + Passive: Paying taxes, using services (schools, hospitals, police), obey laws o Illegitimate + Active: Rebellion, insurrection (
