Responsible government head of state must act under advice of duty elected ministers. In addition, there are three distinct branches of state: each can be defined by its relationship. The executive branch (implements law) this is an overlap in our government. The prime minister and cabinet, government ministries and their employees (civil service), armed forces, crown corporation. Crown corporations: an organization completely owned by government but structured like a private enterprise. Ultimately accountable to parliament though a minister is in charge. Considerable overlap between executive and legislature in the canadian systems. Therefore, by convention, if ruling party loses confidence of the house, they must all resign, and all ministers lose their portfolio. However, in canada we allow considerable control executive cabinet under the legislature: how a bill becomes a law. Core inherent jurisdictions: constitutional jurisdiction, administrative, law oversite of executive of statutory authority.
