As being obliged is essenially to be forced to do something. We should have rules irst before we have an even greater sense of obligaion. This is considered a primiive and legal sense of law. Obligaion apposing rules p. 87: seriousness of social pressure. Important for social life essenial: based of others conlict with desire. The acceptance of law can be split of from subjects in a way that the acceptance of a simple set of primary riles could not be. Disincion represents the centralizaion, insituionalizaion and the making autonomous from other normaive systems of the law as a legal system. Law no longer needs to be widespread acceptance. It can and oten does exist a mater and funcion of oicial acivity created, changed, administered, and enforced by an oicial cadre.
