Third noble truth states that removing the cause will remove the suffering. In the noble truths we can think of suffering and overcoming it in terms of causes. Thus before he comes up with the do doctrine, he is thinking about cause. If suffering was random and uncaused, it would not be eliminable but he argues it is eliminable the buddha does not think of this as a metaphysical claim, rather he is interested in the human condition.
