People are born with the capacity to do wrong but we aren"t born good or evil (in- between). The main reasons why we don"t commit crimes is because we know that if we do the effects of those close to us would be serious. The gangs tended to form in the parts of the city where there were communities in transition (people moving in and out). The institutions of social control are either lacking or they are weak. Supported that there was a case as to where you were located in engaging in criminal activities over the individual.
