Difference stretches the earth & causes tidal bulges land & oceans stretch, but water flows more freely. As you move away from the moon the gravitational attraction is weaker tides and phases of the moon size of tides depend on phase of the moon. During new or full moon, sun & moon are aligned and work together to cause large tides spring tides.
