Contrast with images of urban centers in us & west (where civilization has emerged) These images misrepresent the conditions between humans and the environment and between animals and the environment. Need for permits to enter wildlife zones. Official emblems of state (and flags) before entering a conservation area, need to have vehicle registered. Cars go in these parks life is not untouched. What assumptions are embedded in this observation: outside of control of humans, utopian ideas, very western ideas too: as if very traditional. This ignores all those who lived along with animals. Argument: development is extension of state power. Just as development becomes a means to monitoring people, environmental management can be a way to manage people too.
