Individuals only become aware of technologies when they are made aware of them. It is only when the technology becomes visible and threatening that individuals get angry. It is only when the individual becomes aware of the cell tower do they get angry, though it existing in privacy seems to not disrupt the comfort of the public. Only when they are broken, inconveniencing, or ugly do people remember their presence.
