Bna act passed in gb w/out much thought/fanfare. Places like india/ireland see it as a bigger deal. Could hav been a kingdom but us wouldn"t hav been down. Idea of can going sea to sea. West being seen as wide open lang for much ag opportunity. Fear of encroaching us (had just bought alaska) wanted to join can for safety. Again, indg ppls not even thought of. 1867--pop around 3. 5 mil, push for immigration. V diverse pop in terms of income/wealth, religion, etc. But only 13% of pop can vote. Still tied to land ownership, heavily favors white men. Working ppl/non landowners r growing in #s, but still can"t vote. Exception: tenants can vote in pei in exchange for statutory labour. Bna act only makes small mention of indg ppls. Basically gives fed govt jurisdiction over indg ppls/lands as they define it. Non-debated idea that can govt is in charge of indg ppls.
