Relied on cooperative of the provinces within the empire, the fear of others, the conflict between tribes outside of the empire. When these changed the romans couldn"t keep up. The increased military pressure was huge both inside and out. Different people like the goths invade different provinces like athens, some even invading italy. Increased external pressure plays into the increased political instability. The stability of the good emperors (keeping both the people and the military happy) In the 3rd century the facade of the emperor is stripped off, and whoever the army backs is the emperor. This leads to many generals being supported by their troops being named generals. Many emperors come from the frontier itself. Provincial low-ranking elites rise to power on the arms of the military, and are only later recognized by the senate as the emperor.
