France is on the verge of losing its colony because the white planters have mostly left decides to abolish slavery. He implemented a labour code that resembled slavery a lot; paid of their monthly production; called cultivators now; they also had side gardens but they were smaller less able to grow own garden. Disciplining methods mostly the same as under slavery. Agricultural law forbade all cultivators to buy land. Growing fear that louverture was trying to subtly reinstitute slavery.
