Power struggle btwn cup (primarily in macedonia), palace (sultan--decrees that const is over), sublime porte (ott bureaucracy--left aimless by rev, cup filled the void) Branches of cup bcame de facto ministers. Cup as the guarantor of the const. Local power holders built their own cup branches. Cup sent agents to form official branches. Cup refered to self as sacred committee beyond politics. Anti-const, wanted to go back to sharia law. But const in place was already islamic. Cr is catalyst for cup to bcome an official party. Ordered army to march on istanbul, blamed sultan for cr, deposed and installed. Revs had expected an autonomous region--cup didn"t give them one. Cup used force to ensure they retained power in parli. Non-muslim expectations and the end of ottomanism.
