Reprisal policy--1 german killed=100 serbs liquidated , injured=50. Persuaded chetniks to stop, but only encouraged partisans. Wanted not only liberation, but expansion of serbian terr w/in yugoslavia. Killings of civilians drove ppl to ustasha, partisans, even ss. Saw attacking axis powers as a waste of time. Italians armed, used in fight against partisans. Eventually, allies began to ally more closely w partisans. Italians surrendered arms to partisans, not chetniks. Wanted social transformation thru revolution, not just ethnic cleansing. Prepared to fight axis immediately, in order to ensure future yugoslavia was communist. At times dealt severely w villages suspecting of housing/siding w chetniks. Lived in vienna, then moscow, paris, zagreb. Led most successful partisan movement in eur. Decided that it would b a federation--not of ethnicity, but historic units. Everyone agreed on socialist, if not communist platform. Idea was that w/out econ oppression, there will b no more reason for.
