If territory was annexed, the other power got to receive concessions (would have to give concessions to italy but they didn"t) New sense of distrust between the two countries. British want to try and have a conference and fix the issues, but they are forced to back down. British aren"t ready to give the russians full access to the dardanelles, so they block revisions to the treaty of berlin. A-h threatens they"re going to make the papers of their behind doors conversations public.
