• Prevention → Inspection → Compensation
• Whereas before, there was a greater emphasis put on prevention, now the importance is
placed on proper compensation
• In 1975-1985, the laws on OHS were adopted (no longer just about prevention)
• Employers learned to not only bargain with the unions but, most importantly, to
cooperate with them
• Why do all states have the same orientation on OHS? Shouldn’t the US’ OHS policies be
different than Sweden’s?
• Sweden’s economy: state intervention
• The US’ economy: Capitalist free market
• Sweden’s politics: Social democratic
• The US’ politics: Liberal conservative
• Laissez-faire: if employees suffered an accident, they were replaced
• Today, that’s no longer the mindset → focus on OHS
• When employers started to get involved in the production process, they intervened in
OHS in a limited manner.
• Employers soon became more cooperative and realized that OHS was an important
component of employee relations
• Firms, unlike before, now recognize that they are the ones who can make decisions that
may result in accidents → they have sole liability when it comes to this.
