Genocide -> halted by military intervention of indian government. First time military force stopped a genocide. 1970s -> rise of pulpott in cambodia. Government absorbed and drunk on ideology of totally remaking society and killing those that are different. In cambodia - although 2 million killed -> it wasnt a genocide. Was one ethnic group killing those within its ethnic group. Anyone who was a teacher/worked in education. Who wore glasses - murdered tortured + killed. This was halted by intervention of vietnam. Proves that the international community was not very good at stopping these genocides -> if they did it tends to be the neighboring country that tends to take action. After the cold war (1990s) set of conflicts between states-> more within states.
