Week 2-2: participation, deliberative democracy and civil society. We assume that participation is horizontal and inclusive but in practice it is not the same as in theory. Growing convergence between deliberation and participation in democracy. Not all participation is said to be deliberative and participatory. Includes scrutiny and accountability formation of values= strong sense of: equal power relations and representation. Conceptually this is a very inclusive and horizontal process way of discussion and improves equal representation, but in practice this is not so easy to do. Jurgen habermans (the structural transformation of the public sphere) Formation of public opinion through free participation o (cid:498)private people(cid:499) (ordinary people). Public opinion that challenges the state and questions its legitimacy and accountability. Public sphere: discursive notion/political participation through the medium of for example social media, political/debate classes, clubs. Cs actors centrality in achieving deliberative forms of democracy.
