Binding (a) binding principles are assumed to be innate . So, they must show up quite early (if they are innate). If you have a theory of grammar, you need to explain acquisition, and vice versa. (b) if you have a theory about language, acquisition might be one of the best places to tell things apart. If you"re not sure if your hypotheses should be done in this way or another way, a good way to test it is acquisition data, because that"s where language is generated. After 1995 with the minimalist program, there is no surface just one level (we aren"t going there). You don"t want structure, additional structures if not needed. The basic idea remains: you have this raw material that is pronounced on one hand, and interpreted on the other. The sentence goes to the lf because it needs to be interpreted -- needs to be semantically parsed.
