Peacekeeping Reform:
- Brahimi Report (2000) → called for:
o Robust doctrine, realistic mandates – PKOs that understand what they can do and are
willing to take actions to protect civilians
o Traditional missions in 30 days, complex ones within 90
o Encourage UN members to organize multinational, brigade-sized forces; more use of
professioal lists, o all ad pools
o Strengthen HQ and DPKO capacities for mission planning and management
o Possible interim legal code for use by transnational administrations
