Poli 211 Lecture Notes th November 7 2012 Movie: The fall of Eagles Monarchies of Europe by the 1 World War China One party the communist party  Coming together of different traditions to the same standards  Local governments, parliament, elections  Elections are not that important in dealing with legitimacy of countries because they do not address issues  How to move from a single monopoly of authority (communism) to a more complex system of governments  Political institutions (Rationales and justifications) o The Lenin principle of democratic centralism o Individual party is subordinate to the party organizations o Democratic centralization o Party members are responsible for the promotion, transfer, and firing of public functionaries o On one hand, the system of bureaucracy for the provision of public services, and the party is a parallel system much like in the soviet union o The democratic centralism so that even though the Chinese political system the premiers, and president of parliament, and bureaucratic ministries, party officials are the ones who orchestrate the policy process and they appoint functionaries o The political party (the Chinese communism) membership to the party is essential for acquiring political influence in status in china o It offers the primary credentials and path to political advancement o Over 66 million registered communist members o The party is the recruitment of the elites of the Country o Difference in communist in China and in Russia: the peasants were Vermin in Russia, but not in china o The china, the inclusion of peasants have been an integral component of the Chinese Communist Party o Workers, peasants, and more recently, the party have been open to all people (entrepreneurs, business leaders) subversion of the old principle of the party o The communist party was supposed to destroy the economic entrepreneurs while now they are being integrated into the system o This is the strength, because it has adapted, changed, and social composition, and included peasants, which was a negation in Russia, and now including business leaders  The succession and circulation of elites st th o Now have several generations of communist leaders (1 -4 ) The present leaders of China are more to the entrepreneurial class than to the peasant class o Open to new people but there has been a smooth transition o The Chinese have managed to initiate and improve a smooth transition from one generation of leaders to another o The idea of succession is important because there are norms built into the succession o Once you build up norms, its hard to deviate from them o The promotion comes from merit o Co-opting  successful business leaders are co-opted into the party for what it can bring for the party o The party has been able to show considerably ingenuity in itself by being open  Officially, there is no civil society o Communist party represents everybody o Within the party itself, there have been different kinds of organizations, such as women’s federation, all china federation of trade, they are separate but linked to the party o In effect, it is generally recognized that private companies independent of the party account for half of Chinese production o Even though no civil society exists formally, what is now developed is a growing private sector o Growing number of people who form outside the formal organization of the party o There has been a slow growth of society apart from the party and the state functionaries o Even in china, the bureaucracy cannot control everything  Ethnic and national identity o Though china views itself as a homogenous society, it is not without ethnic diversity o Diversity from the north and south and o Diverse languages recognized other than mandarin  Growing diversity of information and ideas o Growing diversity of cities and also the resilience of Chinese Culture o Different ways of life in china that derive radically from the paternalism of the communist party o Even the government may be communist, society does not have to be o 50 years of communist rule did not take away the basic foundation features of Chinese society o Mao was able to twist Confucius to serve his purpose o Conception of society that stands apart from the institutions of the governments  The Importance of Nationalism o Important feature in 20 century China with the establish of the Republic in 1912 o Response of hum
