Individual ministerial responsibility each minister is responsible to the hoc for his/her conduct, including acts or the failure to act. Must be direct involvement of the minister in the decision for he/she to be held responsible. Collective responsibility in majority government, as a democratic fiction. Only meaningful: notion of either keeping quiet or resigning. If the pm is embarrassed enough by the actions of a minister, forced resignation. Minsters aren"t supposed to name/blame public servants. Conventions have changed more political in nature. Convention is an unwritten rule, supposed to be binding, based on a mutually agreed upon understanding. Most members of cabinet do not participate policy making. Cabinet has grown because all regions need to be represented. 60"s demands for more equal representation women, ethnicity, religion, etc increase the size of cabinet, reduce the role. Have to be a supporter of the pm.
