However, new concerns threaten a culture of pluralism, tolerance, and equality. This is more of an indicator of true democracy. May not just be voting, which is liberal. People can be involved in groups that go around and do violent stuff, which is participatory but not liberal. On the other hand, a nation can be relatively liberal but not participatory in being a democratic state with voting and open criticism of the government. Can open up the regime with enough pressure or can lead to a strong clampdown. Groups want to be able to demobilize and show they have a degree of control in order to be effective. More likely to give up power to those who won"t clamp down on the old regime. May have to agree to biased elections and initial constraints to give up power. You need to hold people accountable for human rights abuses, but only later down the line when it"s safer.
