Bounds of power: if you know the distribution of power in a system, you can make predictions about alignment. Stephen walt: balancing versus threat, not power. System level tells us part but not everything. Walt talked about a system level policy called bandwagoning. This is a term from american politics that refers to something that happens in american political process: there is competition within each party for presidential nomination (eg: bernie vs clinton). Bandwagoning: jumping on the bandwagon and joining that person because you cant beat them. You hope they are successful because it will mean something for you as a member of the same policy. The most rational thing sometimes is to join the threat (if you can"t beat them, join them. )
