CFP IN THE ARCTIC REGION
Why should we consider cooperating with other Arctic
states when we are not really all that close to them in
many ways?
•Our biggest neighbour is Russia with largest proportion
of land
•Also the US (Alaska)
•Denmark via Greenland: its Arctic province that is
seeking independence.
We’ve developed our relationship with US and Greenland
strongly during the Cold War, where East and West
(Soviet and NATO) in Norway.
We also share “nordicity” with the others, Norway,
Iceland, Sweden and Finland.
All of these countries share same internationalist foreign
policy, and goal of world stability and prosperity (all
except Russia).
Russia is the most significant power in the Arctic based
on population, land mass, and research put into Northern
matters. Right now, it does not pose a threat to the other
North states.
This was not the case in the Cold was though. During the
fifties to eighties, Russia as north american threat → geo.
location, history, etc. We still have this general idea today,
in Ottawa and in the media. Mainly, since then, there has
been institutionalizing and actions to keep the peace.
Ukraine conflict in 2014: Even during conflict between US
and Russia, Arctic matters continued on.
COLD WAR ERA

Continentalism: promoting the national interest through
what we see as rational choices with the US
•more integrated with the US in economics (Access to
market), culture, security → convergence of values,
interdependency
•This guides the development of our foreign policy. (we
were a “baby” before this, post WW2)
•Status quo of following the US because they are
providing stability, security
